Hulu Sungai Tengah Regency is still found by many people throwing garbage carelessly, due to the lack of public awareness of waste management, problems that arise after the flood is that there is still a lot of garbage scattered on the streets and gutters, this problem can trigger a water blockage and environmental pollution. This study aims to determine the implementation of Hulu Sungai Tengah District Regulation Number 10 of 2013 concerning Waste Management in Barabai City in Hulu Sungai Tengah Regency and to determine the factors that influence the implementation of Hulu Sungai Tengah District Regulation Number 10 of 2013 concerning Waste Management in Barabai City in Hulu Sungai Tengah Regency. This study uses a qualitative research method with a descriptive type. Data collection techniques used are observation, interviews and documentation. Sources of data taken through the withdrawal of the snowball sampling technique amounted to 12 people. After the data is collected then the data is analyzed by techniques including data reduction, data presentation, and verification or drawing conclusions. The results showed that the implementation of the Hulu Sungai Tengah District Regulation Number 10 of 2013 concerning Waste Management in the City of Barabai (Case Study of the Barabai District) was implemented quite well in waste management and there were obstacles encountered in the implementation of waste management. trash can run accordingly. Factors that hinder the culture or habits of the people who are still comfortable in littering. Second, the condition of the low mindset of the community still ignores environmental damage, the low understanding of the implementers and the level of commitment of the implementers to the contents of the waste management policy and the lack of a waste management budget. It is recommended to the government and related agencies to be able to do socialization as often as possible and give directions to the community and officers so that the program can run properly to increase the morale of the officers and in terms of facilities, the quality is further improved so that waste management in Barabai City is more efficient. good again.
