Problems related to the Implementation of the Green Open Space Development Program (RTH) in Balangan Regency include the accuracy of targets that have not been optimally achieved, limited financial resources related to the development of green open spaces, social and environmental conditions of the community that pay less attention in order to maintain cleanliness and beauty of the environment. The purpose of this study was to find out the Implementation of the Green Open Space Development Program (RTH) in Balangan Regency and the factors that influence the Implementation of the Green Open Space Development Program (RTH) in Balangan Regency. This study used descriptive qualitative method. Data collection techniques through observation, interviews and documentation. This study took 11 research informants using the snowball sampling technique. Data analysis techniques include domain, taxonomy and component analysis. Data credibility tests include extending observations, increasing persistence, using reference materials and member checking. The results of this study state that the Implementation of the Development of Green Open Space in Batumandi, Mantimin Green Open Space and Balangan Regency Green Green Open Space is not good in terms of several aspects, namely: First, clear and consistent policy goals or objectives include fairly good clarity of goals and objectives and poor target accuracy. Second, strong theoretical support in formulating policies includes the basis for policy formulation which is quite good, the facts on the ground are good. Third, the implementation process has a clear legal basis including the existence of a sufficiently good and appropriate legal basis. Fourth, the work commitment is quite good and the staff's expertise is not good. Fifth, the support of stakeholders which includes support from the government and related agencies is not good, the form of government support is still not good regarding financing and fulfilling infrastructure facilities for the development process. Sixth, the stability of social, economic and political conditions related to the social conditions of the Batumandi sub-district community is not good, the economic conditions are quite good. Factors that influence the implementation of the Development of Green Open Space in Batumandi, Mantimin Green Open Space and Balangan Regency Green Open Space include inhibiting factors, namely the inadequate facilities and infrastructure supporting Green Open Space Areas (RTH) such as adequate play facilities and garbage disposal sites and lack of community participation in the cleanliness of Space Areas. Open Green (RTH) then the driving factor includes the high responsibility of policy implementers, namely the Land and Environmental Office of Balangan Regency. In order for the implementation of the Development of RTH Batumandi, RTH Mantimin and RTH Green Park in Balangan Regency to be carried out well, it is suggested to the Head of the Balangan Regency Land and Environmental Office to provide support and attention, the Head of Building and Environmental Management Division to provide education through outreach, the Executive Staff to be active in carrying out supervision and the community should increase participation in maintaining the beauty and beauty of green open space areas.
